Mosaic Leadership Development Program
Good afternoon,
Is becoming an executive part of your career plan or aspirations? We are currently accepting applications from employees in under-represented equity-seeking groups interested in participating in the Mosaic Leadership Development Program. The Mosaic Program aims to remove barriers for diverse communities by ensuring that high-potential employees from equity-seeking groups are considered for executive opportunities. The 15-month program will develop future leaders and create a more inclusive federal public service. This year, the priority will be focussed on the identified gaps at the PCX-02 level.
Eligibility
- Employees who have occupied a substantive position equivalent to PCX minus 1 for at least one year.
- Employees who have neither qualified on an PCX-02 process, nor are currently in a PCX-pool.
- Employees who self-declare as a member of an equity-seeking group. For the purposes of Mosaic, equity-seeking groups mean the four Employment Equity groups, (women, Indigenous Peoples, members of visible minorities, and persons with a disability), subgroups within these four groups, and 2SLGBTQI+ communities. 2SLGBTQI+ stands for two-spirit, lesbian, ga, bisexual, transgender, queer, and intersex people (2SLGBTQI), along with other sexual and gender minorities (+), such as pansexual, asexual and non-binary people. You do not need to have self-identified prior to this, however self-declaration is required to apply to Mosaic.
- Employees who have a linguistic profile of at least BBB.
Application process
If you meet the eligibility criteria and are interested in participating, please complete and forward the application package, including your CV, cover letter, self-assessment form, and candidate profile form to Marian Mitchell no later than Friday, April 21. The program will launch in June 2023.

Selection process
An internal selection committee made up of senior managers will review all applications, make recommendations to the PCEO and senior management committee, and nominate one or two eligible candidates to the Office of the Chief Human Resources Officer (OCHRO). Finally, a selection committee at OCHRO will choose approximately 50 participants from departments and agencies.
