Pay updates – Collective agreement

Hello,

I am pleased to inform you that Parks Canada's new rates of pay are scheduled to be updated in the Phoenix pay system starting November 18, 2023, as per the recently ratified Collective Agreement. The new pay rates will begin to be reflected on the December 6, 2023, pay for the majority of Parks Canada’s active and represented employees. You can view details of your pay on MyGCPay.

At the same time, Public Services and Procurement Canada also intends to proceed with automated retroactive payments for a majority of our represented employees. The automated retroactive payments in Phoenix will begin processing for both active and inactive employees where possible. Please note that many of the retroactive payments will require both automated and manual processing. This means that some employees may receive their retroactive amount in one payment while others may receive multiple payments over the implementation period. The date for the one-time lump-sum payment of $2,500 Signing Bonus has not yet been scheduled. Also note that certain excluded and unrepresented groups will be processed at a later date, such as PM-07, AS-07, FI-04, IS-06, and PG-06. We will share these dates as soon as they are available.

As agreed by the bargaining agent, the Pay Centre has a 460-day implementation period from the date of the signing of the Collective Agreement on September 26, 2023, to perform the payments requiring the manual intervention of a compensation advisor. The Pay Centre is therefore asking that no questions about pay revisions be submitted before the end of that period, on December 29, 2024, while they remain focused on completing the revisions and issuing payments during the entire implementation period.

IMPORTANT: Employees wishing to submit a tax waiver form T1213 should contact the Canada Revenue Agency (and Revenu Québec for employees working and residing in the province of Québec) immediately to obtain the correct form. The form must be submitted directly to the Pay Centre with the pay action request (Work type=Deductions and Sub-type=Income Tax) before the retro processing date ofNovember 18, 2023, for automated payments.

For additional information, please refer to the attached Questions and Answers document. All pay-related questions should be directed to the Pay Centre after the implementation period.

Thank you,

Réa McKay
